OPINION:
Congress, with most of its 535 members running constantly for re-election, is gridlocked, unable to pass even an annual budget. As a retired attorney and federal judge, I believe we need to amend the Constitution to create a unicameral legislature and a Senate with two members appointed by each state governor. However, these members would not serve for more than eight years.
If we did this, we would have a stable, efficient, full-time legislature, able to deal with important economic and social issues. Most importantly, we would have a return to the original intent of the states having a direct role in the actions of the federal government. We can no longer live with an unworkable Congress.
