A D.C. Council candidate pleaded not guilty Tuesday to charges he solicited an undercover police officer for oral sex.

While the Metropolitan Police Department was initially vague on the specifics of the encounter, which police said took place on Dec. 16 along a Northeast street known for prostitution, court documents filed in the case flesh out the details.

Kevin B. Chavous first approached the undercover officer around 1:40 a.m. and offered a ride, according to documents filed in D.C. Superior Court:

“No, what you offering first?” undercover Officer Tracee Chamberlaine said.

“I can show you,” Mr. Chavous said.

“What you want? Some head?” the officer asked.

“Yeah,” Mr. Chavous said.

The officer then confirmed a price of $20 for oral sex, to which Mr. Chavous agreed, and told him to meet the officer further up the block.

“You aren’t the police, are you?” Mr. Chavous then asked.

“Hell, no,” Officer Chamberlaine responded.

Mr. Chavous, 27, was then arrested.

The encounter took place in the unit block of K Street, according to court records. Police had received several complaints of prostitution in the area, which is close to several large nightclubs.

Mr. Chavous, the son of former council member Kevin P. Chavous, has been raising money and support for his bid to unseat Yvette M. Alexander as the Ward 7 representative on the council.

Neither Mr. Chavous nor his campaign manager could be reached Tuesday. His attorney, David Benowitz, declined to comment.

As part of the ongoing case, Mr. Chavous was ordered to stay away from the block where he was arrested and to submit to a drug test with the court’s pretrial services. Court documents also indicate he was offered diversion in the case, which is typical of misdemeanor cases.

Mr. Chavous is scheduled to appear back in court on Jan. 24 for a status hearing.
