The man who police believe killed a woman and shot a child as they got on a Metrobus on Sunday evening had been identified in court documents as the child’s father.
Police identified the suspect as 27-year-old Javon Steven Foster. He faces charges of second-degree armed murder, according to a D.C. police press release. Police described Mr. Foster as black, 5 feet 8 inches and weighing 160 pounds, with black hair and brown eyes.
The shooting took place on the 1700 block of Minnesota Avenue at 5:40 p.m., said D.C. Police Officer Anthony Clay.
Police found the victim, 20-year-old Selina Brown, of 334 42nd St. NE, in an “unconscious and unresponsive state” in the doorway of the bus, according to the release. Ms. Brown was shot multiple times and pronounced dead at the scene.
Her 23-month-old daughter was transported to Children’s National Medical Center for injuries and is in stable condition, according to the release.
Officer Clay said the had bullets “grazed” the toddler.
In February, Ms. Brown identified Mr. Foster as the biological or adoptive father of her child in court documents seeking sole legal and physical custody of their daughter. At the time of the filing, they were not living together; Mr. Brown lived with her daughter at 4138 E. Capitol St. NE, while Mr. Foster lived on 3922 Burns Place SE. Neither Ms. Brown nor Mr. Foster showed up for the court date scheduled in April and the case was closed.
The police are offering up to $25,000 for information that could lead to Mr. Foster’s arrest.
