A Mayor Vincent C. Gray campaign supporter and associate director of unemployment compensation with the D.C. Department of Employment Services (DOES) has been placed on administrative leave, according to city officials.

Gaby L. Fraser is a public relations expert with the Ward 8 Democrats, who was earning more than $97,000 at the time of her leave, according to city records, which also identify her as an unemployment compensation claims officer.

A spokesman for DOES referred questions from The Washington Times about the reason for Ms. Fraser being placed on administrative leave to the D.C. Office of the Inspector General, which did not return calls for comment.

Gray spokesperson Linda Wharton-Boyd referred questions to senior communications manager Doxie McCoy, who did not respond to questions about Ms. Fraser.

Ms. Fraser joined DOES in 1997 and is classified as a management supervisory service employee, which allows for a pay rate above the representative rate for her position, according to District personnel guidelines.

She is known in political circles as a Ward 8 activist who ran for Advisory Neighborhood Commissioner in 2006. She also is the editor of the newsletter for the Ward 8 Democrats. In the mayoral campaign, she campaigned actively for Mr. Gray, who won Ward 8 handily.

Ms. Fraser also has served as a political consultant. Since 2002, she has received more than $40,000 in consulting fees from a variety of candidates.
