Because there are thousands of different accounting systems in use by every state, county and city in the country, digging out corruption is extremely difficult. You need someone who knows the system inside and out and, of course, is not also part of the corruption.

What’s needed is a standardized system of accounting with which accountants already are familiar. Every accountant is well-acquainted with Generally Accepted Accounting Principles (GAAP). If Congress would require all states receiving federal funds to adopt GAAP, that would expose corruption almost overnight. Corrupt politicians would be forced out of politics. This is a simple solution everyone should urge his member of Congress to support.
