BAGHDAD (AP) — Vice President Joseph R. Biden Jr. arrived in Iraq on Tuesday on a surprise visit as American troops are pulling out of the country.
During his two-day visit, Mr. Biden is expected to hold meetings with Iraqi officials over what the future U.S.-Iraqi relationship will look like.
Baghdad and Washington failed earlier this year to come to an agreement that would allow a few thousand American troops to stay in Iraq past their Dec. 31 departure date.
The talks foundered over Iraqi opposition to giving the remaining troops immunity from local prosecution.
About 14,000 U.S. troops are still in the country, down from a one-time high of about 170,000. All of those troops will be out of Iraq by January.
