Metropolitan police on Sunday identified a man fatally shot near the route of the Caribbean Festival parade in Northwest.

Robert Foster Jr., 43, of Northwest, died from injuries he suffered in the shooting on Saturday afternoon near Howard University. Three others were injured.

The festival was scheduled to end at 4 p.m. Metropolitan police said officers responded to the 700 block of Gresham Place NW at about 5:03 p.m. to a call for the sounds of gunshots.

Officers found four people wounded, three in the 700 block of Gresham Place NW and one in the 700 block of Columbia Road NW. The four people were transported to local hospitals. Mr. Foster died shortly after.

D.C. Council member Jim Graham told WTOP Radio that the shooting appeared to have stemmed from an ongoing neighborhood dispute and was not connected to the parade or the university. He said Mr. Foster may have been an innocent bystander.
