LETTER TO THE EDITOR: EPA should be state agency

OPINION:

There is no authorization for the Environmental Protection Agency in the Constitution. It is clearly missing from Article 1, Section 8, which establishes all powers of Congress. Therefore, under the 10th Amendment, environmental protections should be a responsibility of the states.
