If the 112th Congress is really serious about budget control and reducing the size of government, there is a simple solution.

Government grows because, unlike everything else in life, agencies never seem to get pruned or die. The new Congress needs to mandate a quadrennial review of all agencies and have them justify their existence. Many agencies have people administering less money than they spend. Some agencies have no business existing at all, because the justification for their work ended long ago, either because of new laws or the passage of time.
