A NASCENT MARKET: New Internet video services from companies such as Netflix and Apple are offering a low-cost alternative to a costly monthly cable bill. Protecting this emerging market was a top priority for government officials reviewing Comcast Corp.’s takeover of NBC Universal.

THE DANGER: Government officials feared Comcast could stifle the growth of Internet video by overcharging for _ or simply withholding _ NBC content, or by blocking or slowing online video traffic on its broadband network.

THE CONDITIONS: To win government approval, Comcast agreed to let online rivals license NBC programming, and pledged not to block its 17 million broadband subscribers from watching video on the Internet.
