DURBAN, SOUTH AFRICA (AP) - The top European climate negotiator says the United States, China and India could scuttle a proposal to save the only treaty that has governed global warming emissions from the industrial world.

A 194-nation U.N. climate conference is due to end later Friday after two weeks of negotiating.

The proposed deal would see the EU extend its commitments to reduce greenhouse gas emissions under the 1997 Kyoto Protocol, but only if all other countries agree to negotiate a new treaty with legally binding obligations by all countries, not just the wealthy Kyoto group.

European Commissioner Connie Hedegaard says unless the three major holdouts change their positions, “I don’t think there will be a deal in Durban.”
