THE RULES: Apple Inc. is giving software developers the guidelines it uses to determine which programs can be sold in its App Store. For example, it says it’ll reject apps that rapidly drain the battery or generate excessive heat.

THE UNCERTAINTIES: Apple still reserves for itself broad leeway in deciding what makes the cut.

THE BOTTOM LINE: The guidelines should be help developers, but they are unlikely to end all complaints against Apple.
