THE FCC PLAN: The Federal Communications Commission wants to auction off a prime piece of wireless spectrum called the D Block to the wireless industry.

THE PUBLIC SAFETY PLAN: Many public safety leaders want the government to give them the D Block so that they can combine it with the airwaves that they already hold and double the amount of spectrum dedicated to broadband for emergency first responders.

WHAT’S NEXT: The dispute now heads to Congress, where the focus will likely be on funding.
