PORTSMOUTH, Va. (AP) — Portsmouth voters are deciding whether to oust Mayor James Holley.

Voting in the recall election began at 6 a.m. Tuesday. Polls close at 7 p.m.

Portsmouth residents started the recall effort last year after City Council reprimanded and fined Holley for allegedly mistreating an assistant and asking her to perform personal chores.

It is the second recall election of his career. The 83-year-old Holley was recalled in 1987, then re-elected in 1996.

If Holley is recalled, City Council plans to hold an emergency meeting Wednesday to discuss appointing someone to fill the vacancy until an election is held.
