Forbes St. Louis County police officers had to perform the duty of ushers at the St. Louis County Council meeting on Tuesday evening, Sept. 16, 2014, in Clayton, once the public seating chamber was nearly full. Officers were allowing late arrivals in to the meeting only when they found an empty seat or someone left the meeting. The room has a maximum capacity of 270 people due to fire codes.
