Some $200 million of a total pot of several billion appropriated by Congress for the building of the border wall will expire in September (“Millions set aside for border wall headed for Mayorkas waste bin,” web, April 23).

Additional billions of dollars’ worth of material already bought for the wall is being left on the ground to rust away — all because of President Biden’s refusal to comply with acts of Congress.

According to the Impoundment Control Act of 1974 (a Democratic rebuke of Richard Nixon), however, it is illegal for a president to refuse to spend money appropriated by Congress without congressional approval. Americans are now beginning to realize the horrible cost of Mr. Biden’s open-border policies. Even Democratic mayors of “sanctuary cities” are crying foul.

Yet so far, Republicans in Congress have given Mr. Biden a pass. This is an opportunity to act by simply enforcing the law. Isn’t that their job?
