OAKLAND, Calif. (AP) - Federal officials are offering a $110,000 reward for information leading to an arrest in several arson fires at half-finished apartment complexes in and around Oakland, California.

The federal Bureau of Alcohol, Tobacco, Firearms and Explosives says the three massive fires - two at one $35 million project in neighboring Emeryville, California - were purposely set last year and in May. Authorities released a photo of a man in a black hoodie riding a bicycle near one of the buildings.

ATF is investigating a fourth fire that on Friday destroyed a seven-story apartment building in Oakland that was 60 percent complete. Investigators say they haven’t yet determined the cause of that fire.

Oakland Mayor Libby Schaaf says the loss of the properties makes the city’s housing crisis worse.
