President Trump is scheduled to sign an executive order Thursday afternoon for an investigation into voter fraud, the White House said.

White House press secretary Sean Spicer made the announcement to reporters aboard Air Force One on the president’s flight to Philadelphia to speak at a congressional Republican retreat. He said the order would detail Mr. Trump’s reasons for a probe.

Mr. Trump has said he believes that Democrat Hillary Clinton received between 3 million to 5 million illegal votes in November. She received nearly 3 million more votes than the president, but Mr. Trump won more votes in the Electoral College.

“What’s going on with voter fraud is horrible,” Mr. Trump said Wednesday in an interview with ABC News. “If you look at voter registration, you look at the dead people that are registered to vote who vote, you look at people that are registered in two states … we’re going do an investigation on it. We’re going to find out.”
