PHOENIX (AP) - A police situation on an overpass on Interstate 10 at Seventh Street in central Phoenix has been resolved and the freeway has reopened after a 90-minute shutdown.

The Arizona Republic reports one man was taken into custody after officers were seen talking with a man hanging onto the other side of a fence on the overpass. To reach the man, officers cut the fence while firefighters positioned a truck on the freeway, extending the ladder up toward the overpass.

The shutdown clogged surrounding surface streets and created backups on freeways that funnel onto I-10 in central Phoenix, including State Route 51, Loop 202 and Interstate 17.
