North Korea’s Kim Jong-un, the dictator who hasn’t been seen by the public eye in about five weeks, has finally made an appearance and resumed the “field guidance” tours that had been a regular part of his routine.

His sudden resurfacing puts an end to all the worldwide speculation about a change in power in North Korea. Mr. Kim dropped off the radar 40 days ago — and while some said it was due to medical reasons, like gout, others speculated that his power was being usurped.

Mr. Kim smiled, but walked with a cane, while touring the newly built Wisong Scientists Residential District, CBS News reported.

“[He] took necessary steps with loving care,” while promising to turn the district into a “world-class science city,” the official Korean Central News Agency reported. The news agency did not, however, say when the tour occurred. It also did not speak of Mr. Kim’s health, CBS News reported.

Before the Tuesday dispatch, however, Mr. Kim hadn’t made any appearances since Sept. 3, when he attended a concert.
