ALBANY, N.Y. (AP) - State officials say two former Troy Housing Authority workers have pleaded guilty to misdemeanor charges for attempting to defraud the New York State Retirement System.

According to the attorney general’s and comptroller’s offices, William Meissner and Roger Rosenthal have paid more than $63,000 in restitution.

Officials say Rosenthal retired from the Troy Housing Authority in 2005 and began collecting a full pension, then returned to work as an authority “consultant,” also collecting more than $200,000 over three years in addition to the pension.

When the arrangement was questioned, investigators say Rosenthal and Meissner submitted a falsified, backdated contract in an effort to cover the improper retirement payments.
