SURPRISE, Ariz. (AP) - Maricopa County authorities have arrested a Surprise man after finding eight puppies that were starved for food and water.

Sheriff Joe Arpaio says detectives on Friday took 32-year-old Skyler Kelton in custody and are charging him with 16 counts of animal cruelty.

Arpaio says they found the puppies were severely underweight and dehydrated.

Arpaio says neighbors deserve credit for calling a hotline two months ago and reporting possible neglect to authorities.

Detectives say they worked with Kelton to improve the care of the animals but nothing has been corrected.

The puppies have been medically cleared and will be cared for by county jail inmates.
