It makes sense for a nation to go to war with trusted and well-coordinated allies. Unfortunately, we did not do that in Libya.

It is said that a camel is a horse designed by a committee. Well, that is how President Obama is running this war. Rather than act swiftly, he spent weeks dawdling in order to form a committee; get permission from practically everyone except Congress; and give a dictator time to kill lots of people, plan his attack and arrange lines of supply while the insurgents lost their momentum.

In sloughing off command in the first week, Mr. Obama changed horses in the middle of the ride. Now who knows what NATO will be able to accomplish in Libya?
